The trio had come in an Uttar Pradesh-registered car.Prasanta Saikia, the District’s Superintendent of Police, said the soldiers rescued them before they were assaulted, but the locals had rummaged through their belongings in the car and found an LPG cylinder, some packets, medicines and sprays.“The cooperation of some local people helped avert a serious situation,” Mr. Saikia said.Assam has had several cases of lynching triggered by rumours spread through the social media. Pipeline Owner Ordered to Continue California Spill Cleanup

first_imgzoom The US Environmental Protection Agency and the US Coast Guard issued an order to Plains Pipeline, the owner and operator of the pipe that leaked heavy crude oil near Refugio Beach, Santa Barbara, California, to continue its cleanup work inland, beachside, and in the ocean, to contain the oil and prevent further shoreline contamination.  This joint federal Clean Water Act order establishes federally enforceable timelines and cleanup requirements for the long-term response action that will be required to clean up the largest coastal spill in California in the last 25 years.The  compliance order requires Plains Pipeline to continue oil removal and site control operations currently underway until a work plan is approved; submit to the Coast Guard and EPA by June 6 a written work plan for response activities, including plans for sampling and analyzing air, water, rocks and soil; ensure no more oil is released into the environment; and clean up all remaining oil and petroleum contamination at the release and oil-impacted areas”Our action today is to make sure the oil response work continues until the Santa Barbara County coastline is restored,” said Jared Blumenfeld, the EPA’s Regional Administrator for the Pacific Southwest. ”Working closely with our local, state and federal partners, we will see this cleanup through to the end.”Since the 24-inch pipeline ruptured on May 19, with an estimated 105,000 gallons of heavy crude inside, trained cleanup crews have been working to capture and remove oil that has leaked from the pipeline, seeped into the soil, and reached the shoreline and ocean. .Nearly 1,000 people have participated cooperatively under the Unified Command formed by EPA and USCG. On the ocean, 2,240 feet of hard boom and 1,840 feet of sorbent boom have been used, and 10,060 gallons of oily water have been recovered from skimming operations. Crews on land have removed 310 cubic yards of oiled vegetation, 760 cubic yards of oiled sand and 2,610 cubic yards of oiled soil.Environmentalists seized the momentum created by a public outrage over the spill to put pressure on California regulators to dismissed proposed expansion of the only offshore drilling operation in the area run by Venoco In.Venoco is currently trying to obtain permission to expand its drilling operations to further 1,400 hectares within a coastal sanctuary off Santa Barbara, and increase the production to 6,400 barrels per day. Government Takes Next Step with Trenton Facility

first_imgA new round of bidding for the former railcar and wind tower manufacturing facility in Trenton, Nova Scotia, will soon begin. Government is accepting the receiver’s recommendation to reject all bids received under the court-approved sale process. This will allow the receiver to consider new offers. “We know people continue to show interest in this facility and they have some interesting and creative ideas,” said Business Minister Mark Furey. “By taking this next step, we are removing barriers and opening up possibilities that could lead to new jobs for local workers.” The court-approved sale process attracted three bids to operate the facility and four bids to buy the plant’s equipment. None of the operating bids met the receiver’s requirements to be considered qualified bids. The receiver will be exploring other kinds of proposals, including lease-to-own arrangements. “We know that the future of this facility continues to be a significant question mark for the people of Trenton and Pictou County,” said Mr. Furey. “We remain committed to finding a solution that protects taxpayers and makes the most of this valuable asset.” Previous bidders are welcome to submit updated proposals and new bidders are encouraged to bring forward their ideas.last_img read more

Putin brands Canadas adoption of new Magnitsky law as political gamesmanship

first_imgOTTAWA – Russian President Vladimir Putin has accused Canada of playing “unconstructive political games” by passing its own Magnitsky law this week.Putin made the comments Thursday in the Russian resort of Sochi at an international forum in which he fielded a wide range of questions. The Russian embassy in Ottawa posted a transcript of his remarks on Twitter on Friday.The embassy had already said that Parliament’s unanimous adoption this week of a Magnitsky act will cause irreparable harm to Canada-Russia relations.The law targets the actions of gross human rights violators in all countries, not just Russia.Canada’s new sanctions regime and those of other countries, including the United States, have been closely linked to the Russian whistleblower Sergei Magnitsky, who died in a Moscow prison in 2009 after accusing officials of a $230-million tax fraud.“What do I think about what you have just said, about Canada joining or wanting to join, or about somebody else wanting to do it?” Putin said Thursday.“These are some very unconstructive political games over things, which are in essence not what they look like, to be treated in such a way or to fuss about so much.”Putin was responding to a question posed by a Carleton University professor who specializes in Russian affairs.“Many countries have announced that they are ready to support this law too,” said Piotr Dutkiewicz, former director of the Institute of European and Russian Studies at Carleton. “Are you not worried about the consequences of this process? Putin said the pursuit of Magnitsky act legislation is “anti-Russian hysteria.”In testimony before the Commons committee in March 2016, Browder described how he became a tireless campaigner on behalf of legislation in honour of his friend and said he has maintained until he was “blue in the face” that he is not being motivated by anti-Russian sentiment.Browder said he was fighting against the “total impunity” in Russia that protects people who persecute opposition figures and whistleblowers.“The bad guys in Russia get away with it,” Browder told Canadian MPs.“This piece of legislation is something that we in the West can do and that targets something in the West that they covet, which is their ability to keep their money safe and to travel here.”Conservative MP James Bezan, a committee member, accused Putin of overreacting and attempting to smear the reputation of Magnitsky and Browder.The new law, he said, will prevent wealthy rights abusers from coming to Canada and hiding their fortunes here when it becomes convenient or necessary.
